On December 6, the Law and Government Committee approved the decision of Council Chairman Clarke proposal modify the composition and processes of the Zoning Board of Adjustments. The proposed changes include:
- Increase the number of Zoning Board of Adjustment members from five to seven,
- Mandate City Council to approve the mayor’s appointments to the Zoning Adjustment Council, and
- Require board members to have a specified work history.
- The resolution specifies that a city planner, an architect, a lawyer with zoning experience, a person with experience in the construction industry and at least two leaders of community organizations must be members of the Zoning Board of Adjustment. .
The Kenney administration expressed concerns about these proposed changes during the committee hearing and argued that these changes could ultimately slow down the city’s development. However, the measure was adopted unanimously in committee. It can be approved by a final board vote as of December 16, 2021.
Amendments to the Philadelphia Local Self-Government Charter must ultimately be approved by Philadelphia voters via the ballot. If the Invoice and correspondent resolution is enacted, it will be on the ballot in the May 2022 municipal elections. If approved by voters in Philadelphia, these changes will take effect on October 1, 2022.
